Public use of Department lands is permitted according to the following priorities:
(1) Hunting, fishing, trapping, running dogs for sport and associated activities.
(2) Other wildlife oriented activities (nature observation or photography and conservation education).
(3) Non-wildlife related activities, when such activities do not conflict with the wildlife management objective (picnicking, hiking, backpacking, short-term camping, horseback riding).
(4) Large group activities (military training, organized trail rides).
(b) This Subchapter provides the basic use requirements for those Department controlled lands managed by the Wildlife Division of the Oklahoma Department of Wildlife Conservation. It is the responsibility of the area users to become knowledgeable of, and comply with, any additional policies, rules,or regulations applicable to specific areas,including those reflected on Department posted signs.
(c) Policies governing situations not covered under this Subchapter shall be determined by the Director or his designated representative and their decision shall be binding until such time as the Oklahoma Wildlife Conservation Commission can formulate permanent policy on the issue.
(d) Public lands not specifically listed as open are closed.

(1) Wildlife Management Areas. All lands owned, licensed, leased or under the management of the Wildlife Division of the Oklahoma Department of Wildlife Conservation, except for the McCurtain County Wilderness Area, are designated Wildlife Management Areas (WMA) to accurately reflect the overall objectives for these lands and the results of management activities conducted thereon. Depending on the specific management objectives, all or parts of any particular wildlife management area may also be designated as a public hunting area, game management area or migratory bird refuge, or wetland development unit.
(2) Public Hunting Areas. On a Public Hunting Area (PHA portion), all legal forms of wildlife harvest are permitted under statewide hunting, fishing and furbearer regulations unless specific regulations for the area indicate otherwise.
(3) Game Management Areas. A Game Management Area (GMA portion) is closed to all wildlife harvest, except as specifically permitted by Commission action.
(4) Migratory Bird Refuges. A designated Migratory Bird Refuge or Waterfowl Refuge Portion (WRP) is closed to all public use and access during the period of October 15 - January 31, except as specifically permitted by Commission action or special hunt permittee’s on days of their hunt unless specifically noted otherwise. In addition, unless otherwise provided, all shotgun hunting is restricted to federally approved nontoxic shot and the possession of lead shot is prohibited.
(5) Wetland Development Units. Areas designated as Wetland Development Units (WDU) are open for hunting as published annually in the Oklahoma Fishing and Hunting Regulations. Shooting hours for waterfowl are ½ hour before official sunrise until 1 p.m. daily. Unless otherwise provided, all shotgun hunting is restricted to federally approved nontoxic shot and the possession of lead shot is prohibited.
(6) Wilderness Area. On the Wilderness Area, there shall be no public entry except by persons possessing prior written permission from the Director of the Department of Wildlife Conservation or his designated representatives; Department employees; or by the Oklahoma Board of Agriculture, Division of Forestry personnel engaged in fire protection or suppression activities. The self-guided nature trail on the McCurtain County Wilderness Area does not fall under these restrictions.
(7) Closed areas. Closed areas within larger management units may not be open to specific types of hunting or other activities on a year-round basis. Other uses may be permissible according to the above priorities insofar as they do not conflict with the specific objectives assigned to these closed areas. Those areas are:
(A) An 80-acre portion of Canton WMA described as N/2 NE/4 of Section 3, T19N, R14W; Dewey County, Beaver River WMA, Cooper WMA, and Sandy Sanders WMA. Prairie Dog Refuge -closed to prairie dog hunting.
(B) All recreation areas located on National Forest lands including Cedar Lake, Billy Creek and Winding Stair in the Ouachita WMA, Kulli and Bokohoma in the Ouachita WMA, Skipout, Spring Creek and Dead Indian in Black Kettle WMA are closed to hunting.
(C) That portion of the Corps of Engineers Lock and Dam 17 (Chouteau) project under license to the Oklahoma Department of Wildlife Conservation in Sections 4, 9, and 10, T16N, R18E, Wagoner County; all licensed lands lying south and west of the center of the Navigation Channel, as described by the Corps of Engineers, and north of the paved road leading to Lock and Dam 17 are open to fishing and non-hunting public use from February 1 to October 14 and for special hunt permittees on the days of their hunt. Public access for wildlife viewing is allowed from old Hwy 69 road pavement and bridge as signed. Lands lying west of new Hwy 69 are open for hunting, fishing, and public use from February 1 to October 14, and lands lying east of old Hwy 69, are only open to fishing and non-hunting public use from February 1 to October 14. It shall be further unlawful to enter the Vann’s Lake Refuge with a firearm, except for special hunt permittees on the days of their hunt and during designated hunting periods and locations described above.
(D) A parcel described at Lots 9-10-12-13 and the SW/4 of the SW/4 of Section 6 T26N, R8W, Grant County known as the Van Osdol Wildlife Management Area.
(E) Any areas displaying signs with the words, \"Safety Zone\" shall prohibit anyone from the act of hunting within the boundaries of any area so marked. Retrieval of hunting dogs or downed wildlife is allowed, without any means of take.
(F) A parcel described as S/2 SW/4 SW/4 of Section 15; S/2 SE/4 of Section 16; NE/4 of Section 21 and W/2 NW/4 of Section 22 all in T26N R 19W, Woodward County known as the Selman Bat Cave Wildlife Management Area.
(8) Conservation Education Area. The primary purpose of the conservation education area is conservation education. All activities are strictly regulated by ODWC.
(a) All persons carrying a firearm or bow and arrow on Department managed lands must possess a valid hunting or combination license unless exempt.
(b) Any person under the age of 14 must be immediately supervised by an adult while afield. Minors age 14-16 must be immediately supervised by an adult, unless they possess hunter safety certification.
(c) Any person entering or using land or lakes owned and designated by Commission resolution must possess a Wildlife Conservation Passport unless exempt.
(d) Any nonresident entering or using Department owned or managed lands as a WMA in pursuit of any game bird must possess a valid WMA game bird permit. The WMA game bird permit price shall be set at $100.
(e) Any nonresident must indicate their intention to access any Wildlife Management Area for any activities by checking in to an online system.

Camping on these areas is limited to 2 days longer than the period which the camper (hunter) is authorized to hunt. Leaving a campsite unattended for a period longer than 48 hours is prohibited. Unattended camp items may be removed.
(b) Quiet shall be maintained in all camping areas between the hours of 11:00 p.m. and 7:00 a.m. Excessive noise during such times which unreasonably disturbs persons is prohibited.
(c) All dogs or other pets must be kept on a leash or otherwise confined while in a camping area.
(d) Fires shall be confined to those areas designated for camping, and shall be contained in fireplaces, fire rings, grills, or other facilities designed for this purpose. Fires shall not be left unattended and must be completely extinguished prior to departure. The burning of materials that produce toxic fumes, including but not limited to, tires and treated wood products is prohibited.
(e) No overnight camping is permitted at the following areas unless otherwise authorized by the Department:
(1) Altus-Lugert WMA.
(2) Arcadia Conservation Education Area - Any authorized camping must have education or conservation purpose.
(3) Barren Fork WMA.
(4) Broken Bow WMA.
(5) Canton WMA (waterfowl refuge portion).
(6) Cherokee (GMA portion).
(7) Dewey County WMA.
(8) Eufaula WMA
(9) Fort Gibson WMA.
(10) Gist WMA.
(11) Grady County WMA
(12) Grassy Slough WMA.
(13) Hackberry Flat (waterfowl refuge portion).
(14) Hugo WMA (waterfowl refuge portion).
(15) Major County Lands.
(16) McClellan-Kerr WMA (includes waterfowl refuge portion).
(17) McCurtain County Wilderness.
(18) Okmulgee WMA (GMA portion).
(19) Osage WMA (Western Wall Unit).
(20) Ozark Plateau WMA.
(21) Red Slough WMA.

(5) Robbers Cave WMA, only during open deer and turkey seasons.
(6) Spavinaw Hills WMA, only during open hunting seasons on the area.
(h) Hunter and fishermen camping is permitted only within 50 yards of roads designated as open for public use at:
(1) Deep Fork WMA.
(2) Gary Sherrer WMA, only during open hunting seasons on the area.
(3) Keystone WMA.
(4) Love Valley WMA.
(5) Pine Creek WMA.
(6) Wister WMA, (except waterfowl refuge portion).
(i) Camping is permitted in accordance with U.S. Forest Service regulations at:
(1) Ouachita WMA - Le Flore Unit (Ouachita National Forest), except Homer L. Johnston Unit.
(2) Ouachita WMA - McCurtain Unit (Ouachita National Forest).
(3) Black Kettle WMA (Cibola National Forest) - Black Kettle National Grasslands.
(4) Rita Blanca WMA (Cibola National Forest) - Rita Blanca National Grasslands.
(j) Camping is permitted in designated camping areas only at McGee Creek WMA.

There are no exceptions for motorcycles, four-wheel drive vehicles, snowmobiles or all terrain vehicles. Travel on roads which are gated and locked or designated as closed is prohibited, unless otherwise specified in annual regulations for nonambulatory persons holding valid permits.
(b) Vehicles registered as legal to operate on Oklahoma public roadways may be used on roads delineated as open to the public or parked on lands owned or managed by the Oklahoma Department of Wildlife Conservation, except on specified areas designated for off-road use; unless otherwise provided for nonambulatory persons holding valid permits. All vehicles used by nonambulatory permittees must conspicuously display a sticker designating the vehicle is being used by a nonambulatory permittee and motor vehicle permittees must conspicuously display a sticker designating the vehicle is being used by a motor vehicle hunt permittee. Except as otherwise provided, use of all terrain vehicles (ATV), Off-Highway vehicles (OHV), Off Road Vehicles (ORV), Utility Vehicles (UTV), and off-road motorcycles, is prohibited on all roads on lands owned or managed by the Oklahoma Department of Wildlife except those roads maintained by county commissioners.
(c) Maximum speed limit shall be 25 mph unless otherwise posted.
(d) Off-highway vehicle (OHV) use on the Ouachita WMA shall be the same as U.S. Forest Service rules and regulations for the Ouachita National Forest.
(e) Off-highway vehicle (OHV) use on the Black Kettle and Rita Blanca WMAs shall be the same as U.S. Forest Service rules and regulations for the Cibola National Forest.
(f) It shall be unlawful to operate an all-terrain vehicle (ATV) or off-road vehicle (ORV) on the Three Rivers WMA and Honobia Creek WMA except under the following restrictions:
(1) During any open deer season.
(2) Any deer hunter licensed in Oklahoma, unless otherwise exempt.
(3) Any hunter while operating an ATV/ORV shall comply with daylight fluorescent orange head and chest covering as required for hunting deer gun seasons. If a crash helmet is worn, only the fluorescent orange chest covering is required.
(4) ATV/ORV use is restricted to WMA roads that are delineated on the current Three Rivers WMA map and Honobia Creek WMA map unless otherwise closed.
(5) ATV/ORV use shall be restricted to a maximum speed of 25 mph.
(6) Operator and/or passenger under the age of 18 shall wear a crash helmet of a type which complies with standards established by C.F.R., Section 571.218.
(7) No operator of an ATV/ORV shall carry a passenger unless that ATV/ORV has been specifically designed by the manufacturer to carry passengers in addition to the operator.
(8) Leaving any ATV/ORV, treestand, or game camera unattended on the Three Rivers and Honobia Creek WMA's without the owner's name and address affixed thereto in a conspicuous manner is prohibited.
(9) Use of ATV/ORV off of delineated roads for retrieval of lawfully taken deer shall be permissible only with the following restrictions:
(A) ATV/ORV's shall not travel more than ½ mile from the nearest road.
(B) ATV/ORV's shall not cross rivers and streams unless on a road with constructed stream crossing structures.
(C) ATV/ORV's used for deer retrieval shall not be used in areas otherwise closed to the use of motor vehicles (walk-in only hunting areas, etc.)
(g) It is unlawful for any person to hunt, chase, capture, shoot, attempt to shoot, wound or kill any wildlife from a motor driven vehicle on any Department managed areas, except as provided for persons holding a nonambulatory motor vehicle hunting permit.
(h) It is unlawful for any person to transport a loaded firearm on any Department managed area. No crossbow may be transported in a motor vehicle unless uncocked or disassembled. No bow that is at full or partial draw may be transported in a motorized vehicle. In addition, no person may take, catch, capture, kill or pursue wildlife or otherwise attempt to use for any purpose a vehicle mounted spotlight or other powerful light at night for any purpose on Department managed lands, except as otherwise provided for hunting of furbearers and predators, taking of frogs, or for navigational purposes while in a water conveyance.
(i) Grassy Slough WMA, Hackberry Flat WMA, Mountain Park WDU, Red Slough WMA, Tishomingo WMU, Walker Creek WDU, Washita Arm WDU, Waurika WDU and Whitegrass Flats WMA are closed to all air driven water craft.
(j) It shall be unlawful for any person to use, transport, park, or unload any personal watercraft within the land and/or water boundaries of the Fort Gibson Wildlife Management Area.
(k) Air drive water craft use on the Tishomingo National Wildlife Refuge shall be the same as U.S. Fish and Wildlife Service rules and regulations.
(l) It shall be unlawful to operate an all-terrain vehicle (ATV), off road vehicle (ORV), utility terrain vehicle (UTV) on the Herron Family WMA except under the following restrictions:
(1) Only current Oklahoma residents with a land access permit, unless otherwise exempt.
(2) Any Oklahoma resident licensed deer hunter, unless otherwise exempt.
(3) Any hunter while operating an ATV/ORV/UTV shall comply with daylight fluorescent orange head and chest covering as required for hunting deer gun seasons. if a crash helmet is worn, only the fluorescent orange chest covering is required.
(4) ATV/ORV/UTV use shall be restricted to a maximum of 25 mph.
(5) ATV/ORV/UTV use by land access permit holders is restricted to WMA roads that are delineated on the current Herron Family WMA map unless otherwise closed.
(6) ATV/ORV/UTV use by non-land access permit holders is restricted to WMA roads that are delineated on the current Herron Family WMA map unless otherwise closed.
(7) ATV/ORV/UTV use of delineated roads for retrieval of lawfully taken deer shall be permissible only with the following restrictions:
(A) ATV/UTV/ORV's shall not travel more than 1/2 mile from nearest road.
(B) ATV/UTV/ORV's shall not cross rivers ad streams unless on a road with constructed stream crossing structures.
(C) ATV/UTV/ORV's used for deer retrieval shall not be used in areas otherwise closed to trhe use of motor vehicles (walk-in only hunting areas, etc.)
(8) Operator and/or passenger under the age of 18 shall wear a crash helmet of a type which complies with standards established by C.F.R., Section 571.218.
(9) No operator of an ATV/UTV/ORV shall carry a passenger unless that ATV/ORV/UTV has been specifically designed by the manufacturer to carry passengers in addition to the operator
(m) Parking in any manner resulting in depriving access or egress through any gate or road is prohibited. Unlawful parking could result in towing of vehicle.

(a) Livestock. It is unlawful for any person to willfully or neglectfully allow unauthorized livestock to encroach upon any lands owned or managed by the Oklahoma Department of Wildlife Conservation.
(b) Horses. No person shall ride, drive, lead or keep a horse or other livestock on lands owned or managed by the Oklahoma Department of Wildlife Conservation, except Honobia Creek WMA and Three Rivers WMA, during the period of October 1 through January 1 and spring turkey season, annually without prior written approval from the Oklahoma Department of Wildlife Conservation. Individuals or parties of less than 25 may ride on areas with prior written approval of the local biologist during the closed period if no hunting conflict is determined by the biologist. U.S. Forest Service regulations shall apply to those lands owned by the Forest Service. See 800:25-7-71 [REVOKED] (renumbered to 800:30-1-20) also.
(c) Use of horses. Hunting on, from or with the aid of horses or mules on WMAs (except U.S. Forest Service lands, Honobia Creek WMA and Three Rivers WMA) is prohibited during daylight hours during the period of October 1 - January 1 and during spring turkey season. Persons holding nonambulatory permits or motor vehicle permits are exempt.
(d) Feral hogs. Feral hogs may be taken on lands owned or managed by the Oklahoma Department of Wildlife Conservation during any established hunting season with methods authorized by the Department for that hunting season, except that during any open deer and/or turkey season only appropriate methods, hunting hours, and weapons for that deer and/or turkey season are authorized for taking or pursuing feral hogs. The following WMAs are closed to all hog hunting: Hackberry Flat, Kaw, Sandy Sanders and Waurika. No feral hogs may be removed alive from a WMA.

(b) No person shall possess, consume or use any intoxicating beverage or beer, as defined in Title 37, except in camping and parking areas, not including shooting range parking areas, on any lands or waterways subject to the control of the Oklahoma Department of Wildlife Conservation except U.S. Forest Service regulations shall apply to the Black Kettle, Ouachita, Rita Blanca and Tiak Wildlife Management Areas.
(c) Any act or conduct by any person which interferes with, impedes or disrupts the use of Department managed lands or impairs the safety of another person is prohibited. Individuals who are boisterous, rowdy, disorderly or otherwise disturb the peace on Department managed lands or waters may be requested to leave.
(d) The operation or use of any audio or other noise producing device including, but not limited to radios, televisions, or musical instruments and motorized equipment, including vessels or vehicles, in such a manner as to reasonably annoy or endanger persons at any time or exceed state or local laws governing noise levels from motorized equipment is prohibited.
(e) No person shall possess, consume, use or manufacture any controlled or dangerous substance, as defined in Title 63, on any land or waterways subject to the control of the Oklahoma Department of Wildlife Conservation.
(f) No person shall use or possess any explosive devices, including fireworks or firecrackers on Department managed lands.

(c) It shall be unlawful to cut any living trees, shrubs or other woody vegetation for use as camouflage, blinds, stands or firewood. Fallen dead trees may be so used, but shall not be removed for use off the Department managed lands.
(d) It shall be unlawful to remove any historical, cultural or archaeological, artifacts, including arrowheads, from Department managed lands.
It shall be unlawful to operate any private or non-Departmental business or concession, including soliciting and/or advertising for any such venture on any Department managed lands without prior written approval from the Department.

Requests for use will be considered on an individual basis during this period. Permission may be granted, unless it conflicts with hunting activities.
(2) Areas may also be closed during the period of May 15-30 and the spring wild turkey season beginning the weekend prior to the opening of the season.
(e) Off-road use of vehicles for training is not authorized.
(f) Travel on roads maintained at Department expense is prohibited for vehicles in excess of 3/4 ton gross vehicular weight whenever moisture conditions will not support the vehicle.
(g) Any pits, foxholes, trenches, gun or unit emplacements or other depressions which have been authorized must be backfilled and tamped to surface level upon completion of the activity.
(h) Disturbance of surface cover is prohibited in any area where exposure could later result in an erosion situation.
(i) No living trees, shrubs or other woody vegetation may be cut for any purpose including shelters, camouflage or blinds. Standing dead timber less than six inches diameter-breast-high, may be used but shall not be removed from the area.
(j) Military and other non-wildlife related group activities are prohibited within 150 yards of any fishing lake, designated campsite or the manager's residence.
(k) Any litter or solid waste generated by any using group must be thoroughly policed and removed from the area.
(l) Group activities must provide adequate sanitary facilities if Department facilities are not available.
(m) Off-road night activities are not to be conducted in areas where campers may be found.
(n) Vehicular travel, aircraft landings and close formation movements are prohibited on alfalfa hay fields or crop fields and food plots.
(o) If fires are to be built or pyrotechnics of any type are to be used, the user must provide sufficient fire control equipment to promptly extinguish any wild fires which might occur as a result of the activity.

(1) Shooting ranges are open year-round, unless specified otherwise in the Oklahoma Fishing and Hunting Regulations or signs at the range.
(2) Shooting hours are official sunrise to thirty minutes after official sunset, daily.
(3) Any person using the shooting range under the age of 16 must be immediately supervised by an adult (18 years old or older).
(4) All firearms shooting single projectiles or any pellets larger than conventional BB (.180\" dia.) must be shot at approved berms and target areas only. Air-borne clay targets may be shot using pellets no larger than conventional BB (.180\" dia.).
(5) All rifle, pistol, shotgun, and muzzleloader targets will consist of paper or clay targets only.
(6) All paper targets must be removed before leaving the shooting area.
(7) Centerfire rifles and pistols .50 caliber and larger are prohibited.
(8) Fully automatic firearms are prohibited.
(9) Fireworks, explosive devices, exploding targets, tracer and incendiary rounds are prohibited.
(10) Eye and ear protection shall be worn while shooting.
(11) Shooters, and accompanying adult, must possess a valid State of Oklahoma hunting license, or State of Oklahoma combination hunting/fishing license unless exempt.
(12) Shooting while another person is down range is prohibited.
(13) No person shall possess, consume, or use any intoxicating beverage or beer, as defined in Title 37, at any shooting range or shooting range parking areas.
(b) For Department shooting ranges that include an archery range, the following shall apply:
(1) Archery range is open year-round, unless specified otherwise in the Oklahoma Fishing and Hunting Regulations or signs at the range.
(2) Shooting hours are official sunrise to thirty minutes after official sunset, daily.
(3) Any person using the archery range under the age of 16 must be immediately supervised by an adult (18 years or older.)
(4) Archers using the elevated platform must wear a safety harness meeting the standards of the Treestand Manufacturers Association and be attached to the platform at all times.
(5) Archers may only shoot at stationary targets.
(6) Archers must draw and release arrows or bolts from the tower or directly below the tower ONLY.
(7) All nocked arrows or bolts must point down range at all times.
(8) The archery tower is limited to 4 shooters at a time, no spectators are allowed on the archery tower.
(9) Shooting while another person is down range is prohibited.
(10) Broadheads may only be used in designated lanes.
(11) Shooters and accompanying adults must possess a valid state of Oklahoma hunting license or state of Oklahoma combination hunting/fishing license unless exempt.
(12) Archery targets designed specifically for archery are allowed on the archery range. Archery targets must be removed after use.
(13) Only legal archery equipment is allowed on the archery range.
(14) No person shall possess, consume, or use any intoxicating beverage or beer, as defined in Title 37, at any shooting range or shooting range parking areas.
(c) Exemptions to (a) or (b) of this Section may only be granted by the Director of the Oklahoma Department of Wildlife Conservation upon prior submission of a written application setting forth the location, date, nature and purpose of such activity.
(a) No person who owns or operates a commercial bird dog training business or is an employee in such a business whereby bird dogs are sold and/or trained for a price or fee may use Department managed lands for such training purposes.
(b) No person may train or have in possession more than three bird dogs on any Department managed lands outside the regular harvest season.
(c) Individuals who work no more than three personal hunting dogs outside the regular harvest season and not in a business concern as described in 800:30-1-10 are exempt and may use Department lands to train such dogs except as otherwise provided.
(d) All training of bird dogs on Department managed lands is closed from June 1 through August 31 annually.

(2) paralysis or lower extremity(ies) and/or;
(3) disease or injury and must use a wheelchair as their primary source of mobility are eligible to receive a nonambulatory permit for use on Department managed lands.
(b) Nonambulatory permittee may ride ORV/ATV from parking area or campsite to designated nonambulatory areas on Wildlife Management Areas. Firearms must be unloaded and/or cased while on roads. Use on county or state roads must comply with Title 47 requirements.
(c) Nonambulatory permittee may carry firearms with ammunition in magazine only, while upland game hunting from an ATV while on designated nonambulatory areas on Wildlife Management Areas.
(d) Off-road travel by nonambulatory permittee with ORV/ATV designated areas of Wildlife Management Areas. ORV/ATV vehicles will be restricted to utility type vehicles weighing less than 2000 pounds.

(c) Lake Dahlgren shall be closed to all other activities during Lexington Wildlife Management Area designated controlled hunt dates.
(d) The following Conservation Education Areas are closed to all non-hunting and non-fishing activities during the period of October 1 - January 15 unless authorized by ODWC; camping and fires of any kind are not permitted unless authorized by ODWC: Arcadia Conservation Education Area.
(e) The following Wildlife Management Areas are closed to the possession of a dog(s) from 1 hour before official sunrise to 1 hour after official sunset during the deer firearms, primitive, and youth seasons, except under the provision of the Americans with Disabilities Act: Herron Family WMA, Honobia Creek WMA, Pine Creek WMA, and Three Rivers WMA.
(f) Areas identified as safety zones will have restricted access and use as designated by the signs posted.
